Does this diffuser stay cool? or get warm? Also does it splash out of the top? I read both of these comments in the reviews
Mine has always stayed cool and it's never splashed either. Make sure you don't fill it past the max water line. Maybe that's how it splashed for the other user? I have touched mine while it was on and it's never been hot.

Can I put the diffuser on a window sill directly in front of a window? Will there be condensation on the window?
I have the diffuser on a window sill in my office and I haven't noticed any moisture build up on the windows.
